Security and warning procedures at Bifröst
1. A security guard is on duty from 23:30 on to ensure that residents are not disturbed by noise. The security guard may react to noise from residents on his or her own initiative, as well as responding to reports of disturbances.
Between 24:00 and 07:00, noise which may disturb the sleep of people in other apartments is forbidden. However, if celebrations are held for special reasons, it is permissible to delay the beginning of this quiet period in consultation with the residents of adjoining apartments. 2. If the security guard becomes aware of noise which disturbs the peace of other residents, he or she begins by talking to the head of the household involved and explaining that the disturbance is unacceptable. It is made clear to the head of the household involved that he or she will receive a warning if the party is not closed down within ten minutes. At the end of this time the security guard returns and checks whether these instructions have been followed. If they have not, the head of the household receives a warning and is given the chance to send guests home immediately. If he or she does not comply, the police are called.
3. If it becomes necessary to call the police, the head of the household loses all the points they have amassed in the student housing allotment system, as well as receiving a warning. If the head of the household refuses to talk to the security guard, this may lead to a double warning, as well as the involvement of the police if necessary.
4. If the security guard has twice had to intervene in parties in the same place, though not on the same evening, this will also be cause for a warning.
5. The security guard turns in a written report of all dealings with residents to the housing director, which specifies whether a given event justified a warning or not.
6. Two warnings result without exception in immediate expulsion from the student housing system. The person concerned may reapply for housing from the Student Housing Authority after a three-month waiting period, and the allotment committee will then judge whether they may move back into student housing.
7. In cases where more than one tenant shares the same apartment, all tenants bear common responsibility in case of disturbances in the apartment. If there is cause for a warning and no resident is willing to admit responsibility for a gathering, all residents bear common responsibility and all receive a warning. The exception to this is if a resident has demonstrably been absent from the apartment when the disturbance took place.
In the event of serious failure to observe rules on cleanliness and orderly conduct, the tenant/tenants involved will be sent a request to make amends within 15 days. If this is not heeded, the tenant(s) will be sent a warning, and the rental contract may be terminated.
Warnings are also issued for keeping dogs or cats in rented individual housing, in Hamragardar and in Sjónarhóll, which is rented out by Bifröst University and the Bifröst University Housing Authority.
8. A warning relates to a given individual and remains in effect even if the individual changes their place of residence. A warning is in effect for one year from the time it is given, and expires at the end of that year.
